三 | 白银为打好工业“焕新牌”，让“老基地”迸发“新动能”，将紧扣高端化、智能化、绿色化方向，加快推动有色、化工、能源、建材等传统产业焕新升级，让传统产业“老树发新芽”，新兴产业也在“新芽成大树”。　　在改造提升传统产业的同时，白银把目光投向更广阔的新赛道，持续做大做强新材料、“新能源+”、生物医药、装备制造、低空经济等新兴产业，打造全省重要的新兴产业集聚区；抢占长时储能、人工智能、生物制造等未来产业新赛道，力争工业增加值年均增长10%以上，打造全省现代工业产业集聚地。

四 | 　　黄河流经白银258公里，建成被称为“中华之最”的景电等大中型灌区，为打好农业“特色牌”，让“土特产”成为“大产业”，白银将以工业思维谋划农业，实施粮食单产提升工程，粮食总产量稳定在100万吨以上，把饭碗牢牢端在自己手中。图为白银市国家文冠果现代农业全产业链标准化示范基地。(资料图)(无人机照片) 戴文昌 摄　　“十五五”期间，为做足“农头工尾、粮头食尾、畜头肉尾”文章，白银市重点发展牛羊、瓜菜、枸杞、文冠果、小杂粮等特色产业，力争产值突破600亿元。葛永宏说，同时做强“靖远羊羔肉”“景泰条山梨”等区域公用品牌，让白银更多优质农产品走向全国。　　在此基础上，白银依托全国现代商贸流通体系试点，加快构建“一核三带五节点”现代物流体系；做强科技研发、检验检测等工业服务业；提升生活性服务业品质，擦亮“黄河之上·多彩白银”文旅品牌，打好服务业“提质牌”，让“软支撑”变为“硬实力”。　　葛永宏表示，未来，白银将以科技创新与产业创新深度融合为支撑，以新型工业化为主导，以一二三产耦合协同为路径，加快建设现代化产业体系，为老工业基地转型升级探索“白银路径”。
